Yes. Starter includes detailed multi-page forms, conditional questions, smart tables, scoring and panel packs. Multi-phase applications are different: applicants move through separate stages, such as an expression of interest followed by an invited full application. Those belong in Pro.

Pro’s package includes a compiled record of applications, scores, decisions, communications and programme activity to support audit and FOI preparation. It requires human review before disclosure; it is not an automatically cleared FOI or SAR response. Starter retains ordinary audit history and access to underlying records and exports.
